1. The bids shall be submitted in the Head Office of the Ordering Party, i.e.: 82-300 Elbląg, Aleja Tysiąclecia 11, room 101; or by e-mail: email@example.com 2. The term of submitting the bid shall be interpreted as the time when the bid is received by e-mail or the time when the bid is delivered to the head office of the Ordering Party. 3. Should the bid be submitted by e-mail, the Bidder is obliged to immediately confirm submission of the bid in writing. By confirmation it is understood sending the attachments (1-4) that include signatures of the persons entitled or authorised by the Bidder to act on behalf of the Bidder 4. The bid regarding execution of tasks shall include the attachments specified in terms of the contract. 5. The bid shall be submitted in English language version. 6. Individual pages of the bid shall be numbered and initialled, and the bid shall include signatures of the persons entitled or authorised by the Bidder to act on behalf of the Bidder. 7. The bid which will be hand-written shall be legible. 8. The bid shall be put into a sealed envelope with distinct label ‘Bid – Aircraft 3.2.1 – PHOTO II’. 9. The Bidder shall incur the costs regarding preparation and delivery of the bid. 10. The bids which will be submitted after deadline shall be returned to the Bidders without being assessed and such bids shall be treated as invalid.

The subject of the order is purchase of an aircraft for the purposes of the above-mentioned project, where the aircraft shall have the parameters specified in terms of the contract .
The entire scope of the task includes deliveries, performance and starting/activation of the elements defined in the specification, in particular:
a. delivery of the requested equipment,
b. testing the equipment operation
c. executing guarantee provisions and potential post-guarantee maintenance services.

The Ordering Party reserves that bids can be submitted only by Bidders who:
a. Hold qualifications to execute activities included in the order,
b. Hold economic and financial situation which ensures execution of the order,
c. Enclose valid documents required at the bid submission stage.
The Ordering Party informs that they will assess required documents and statements, confirming compliance with the required conditions and terms, during the process of reviewing the submitted bids. In case the Bidder fails to fulfil declaration of conformity with the requirements of the Ordering Party, the Ordering Party is entitled to waive assessment of the submitted bid and withdraw the bid from the Ordering Party's selection procedure.

c. Statement of the Bidder regarding fulfilment of the conditions specified by the Ordering Party – Attachment no. 3
d. Valid extract copy from an appropriate register/record or valid certificate regarding entry in the business activity register, or copies of the above-mentioned documents designated as ‘certified true copy’
e. Statement on no arrears in payment of social security and health insurance contributions – Attachment no. 3
f. Statement on no arrears in payment of taxes towards the Tax Office – Attachment no. 3
g. Declaration of lack of personal ties or capital ties with the Ordering Party – Attachment no. 4
h. Foreign Bidders, instead of the above-mentioned document, shall submit an appropriate document or appropriate documents issued in accordance with the legal regulations of the country where their head office is registered or the country of domicile. the documents were issued no earlier than 6 months before the deadline for submission of bids. The above-mentioned documents shall be submitted as original copies, copies, extract copies, extracts or certified true copies.
Kryteria oceny i opis sposobu przyznawania punktacji
1. Price = 100%
a. The assessed element is net price presented in Euro, which shall include all price components.
b. Should the Bidder quote an ‘abnormally low price’, where there is a risk of applying low-quality solutions, technologies and materials, the Ordering Party shall have the right to request that the Bidder explain and justify calculation components which have impacted the value of unit prices, as well as the total price.
c. The bidder that will offer the lowest price will receive 100 points the rest of the offers will receive points in accordance to the formula below
P1 = Pmin / Pi x 100
P1 – the amount of points that assessed offer will receive in price criterion
Pmin – the lowest net offer received
Pi – the net value of assessed offer
1. The following Contractors/Bidders shall be excluded from participation in the procedure:
a. The Contractors/Bidders who have personal ties or capital ties with the Ordering Party shall be excluded from participation in the procedure. Capital ties or personal ties shall be understood as mutual ties/relations between the Beneficiary or persons authorised to enter into legally binding commitments on behalf of the Beneficiary or persons executing, on behalf of the Beneficiary, any activities related to preparation and conduct of the contractor selection procedure and the Contractor, which shall, in particular, include the following:
a) participating in a partnership, as a partner of a civil law partnership or partnership,
b) holding at least 10% of shares or stocks,
c) acting as a member of the supervisory body or governing body, commercial proxy or plenipotentiary (power of attorney),
d) being in a marital relationship, relatives by blood or affinity in direct line, relatives by blood to the second degree or affinity to the second degree in collateral line or relatives under adoption, custody or guardianship.
b. The Contractors/Bidders who do not meet the conditions concerning participation in the procedure, specified in the request for quotation, which shall be integral part of the request for quotation or the Contractors/Bidders who have not attached the required documents confirming that the aforementioned conditions are met.
c. The Contractors/Bidders who have not passed the formal assessment of the tender bid.
d. The Contractors/Bidders who have submitted their tender bid upon the lapse of the specified deadline.
